die Anbindung an das Strom- und Gasnetz.
In den 20er Jahren des letzten Jahrhunderts fand ein Umdenken in der Stadtplanung statt.
Die Stadt wurde nun nicht mehr als ein Ganzes gesehen, sondern als ein zusammengesetztes
Gefüge aus kleinen Einheiten. Die Aufmerksamkeit richtete sich zunächst auf die einzelnen
Wohnungen, welche die kleinsten Einheiten repräsentierten und ein Stadtviertel, das
Gefüge, bildeten. Diese neue Sichtweise um die Jahrhundertwende schlug sich in dem
„Bauzonenplan" nieder, welcher über mehrere Zwischenstufen zum heutigen Flächennutzungsplan
wurde.
In der Zeit des Nationalsozialismus änderte sich an der Stadtplanung nichts Wesentliches.
Nach dem Krieg und im Zuge des Wiederaufbaus gab es in den Jahren 1949 und 1950 in
den Ländern verschiedene Länder-Aufbaugesetze, die 1960 mit dem Bundesbaugesetz unter
eine einheitliche Rechtsgrundlage gestellt wurden.
In den 70er Jahren setzte ein neuer development ein. Hierbei verlagerte sich die Stadtentwicklung
von der Stadterweiterung zur Stadterneuerung. Im Mittelpunkt der Stadterneuerung stand
das Prinzip der „erhaltenden Erneuerung“ durch Punkt- und Flächensanierungen.
Das wachsende Umweltbewusstsein in den 80er Jahren bestimmte die Richtung der Stadtplanung
dieser Zeit. Die großen Erwartungen in die Stadtentwicklungsplanung wurden
enttäuscht, zu große Verkehrsanlagen mussten wieder verkleinert werden und verkehrsberuhigte
Zonen wurden eingerichtet. In der Stadtplanung wurde nun in kleineren Schritten
gedacht und die Umweltpolitik wurde zunehmend mehr in den Verlauf der Planung mit
einbezogen und berücksichtigt.
